1. General Information
This Returns and Right of Withdrawal Policy (the “Policy”) establishes the conditions applicable to the return of products purchased through the Librăria Constelații online store, available at https://www.coresi.us (the “Website”), operated by:

This Policy supplements the Terms and Conditions, Privacy Policy and Cookie Policy published on the Website.
Where there are differences between this Policy and mandatory legal provisions applicable to consumers, the legal provisions shall prevail.
2. Two Return Arrangements
For products purchased through the Website, two distinct arrangements apply:
2.1. Statutory Right of Withdrawal
Consumers have the statutory right to withdraw from the contract within 14 calendar days, under the conditions provided by Government Emergency Ordinance No. 34/2014 (O.U.G. No. 34/2014).
This right is a statutory right and does not depend on the commercial return policy offered by the Trader.
2.2. Extended Commercial Return Policy
In addition to the statutory right of withdrawal, CORESI PUBLISHING HOUSE S.R.L. offers consumers an additional commercial benefit consisting of a 30-calendar-day return period from receipt of the products.
This commercial benefit:
- is additional to the statutory right of withdrawal;
- does not limit or replace the rights provided under consumer protection legislation;
- applies under the conditions of this Policy;
- may be amended for future orders without affecting the rights applicable to orders already placed.
Where legislation grants the Customer more favourable or mandatory rights, those rights shall prevail.
3. Who May Exercise the Statutory Right of Withdrawal
The statutory right of withdrawal provided by O.U.G. No. 34/2014 applies to Consumers, namely natural persons acting for purposes outside their commercial, industrial, craft or professional activities.
Legal persons or natural persons purchasing products for professional purposes do not, in that capacity, benefit from the statutory right of withdrawal provided for Consumers, without prejudice to any other rights they may have under applicable legislation or the contract.
4. Statutory Right of Withdrawal Within 14 Days
In accordance with O.U.G. No. 34/2014, the Consumer has the right to withdraw from a distance contract without having to provide a reason for the decision.
The withdrawal period is 14 calendar days.
The period begins:
- on the day on which the Consumer, or a third party designated by the Consumer other than the carrier, takes physical possession of the product;
- in the case of an order containing several products delivered separately, on the date on which the Consumer takes physical possession of the last product;
- in the case of a product delivered in several lots or parts, on the date on which the Consumer takes physical possession of the last lot or last part.
To comply with the deadline, it is sufficient for the notification concerning the exercise of the right of withdrawal to be sent before the expiry of the 14-day period.
5. How to Exercise the Right of Withdrawal
To exercise the right of withdrawal, the Consumer must send the Trader an unequivocal statement informing the Trader of the Consumer’s decision to withdraw from the contract.

The Consumer may use the withdrawal form provided by the Trader, if available, but use of the form is not mandatory.
The notification must allow the Customer and the order to be reasonably identified. For the request to be processed quickly, it is recommended that the notification include:
- the Customer’s name;
- the e-mail address used for the order;
- the order number;
- the products for which withdrawal is requested;
- the date on which the products were received;
- the method by which the Customer wishes to be contacted, if necessary.
6. Returning Products After Exercising the Right of Withdrawal
After communicating the decision to withdraw, the Consumer must return the products without undue delay and, in any event, no later than 14 calendar days from the date on which the Consumer communicated the decision to withdraw.
The deadline is met if the products are dispatched before the expiry of the 14-day period.
Unless the Trader communicates another address as part of the return procedure, the products must be sent to:

The Customer is responsible for properly packaging the products so that they are protected during return transport.
7. Return Costs
When exercising the statutory right of withdrawal, the Consumer bears the direct costs of returning the products, unless the Trader has offered to bear those costs or failed to inform the Consumer, before the conclusion of the contract, of the Consumer’s obligation to bear them, under the conditions provided by O.U.G. No. 34/2014.
For orders delivered within Romania, the Trader may offer free returns as an additional commercial benefit, under the conditions communicated on the Website or to the Customer when the return is requested. Such a benefit does not limit the statutory right of withdrawal and does not affect the Consumer’s other rights.
For orders delivered outside Romania, the direct costs of return shall be borne by the Customer, to the extent permitted by applicable law, unless the Trader has offered to bear them or the product is non-conforming and applicable law requires those costs to be borne by the Trader.
In the case of non-conforming products, the costs associated with bringing the goods into conformity, including the costs necessary for returning the products and delivering repaired or replacement goods, shall be borne by the Trader, under the conditions provided by applicable law.
8. Condition of Returned Products
When exercising the statutory right of withdrawal, the Consumer may handle and inspect the products only to the extent necessary to establish their nature, characteristics and functioning.
The Consumer is liable only for any diminished value of the products resulting from handling them beyond what is necessary to establish their nature, characteristics and functioning.
Under the 30-day extended commercial return policy, returned products must comply with the commercial conditions set out in this Policy.
For books and printed publications, products returned under the extended commercial policy must not, by way of example, have:
- missing pages;
- damaged pages;
- signs of moisture;
- stains;
- writing or inscriptions;
- bent corners;
- a damaged spine;
- tears;
- other obvious signs of use.
These conditions concerning the condition of the product do not limit the statutory right of withdrawal or the Consumer’s rights concerning non-conforming products.
9. 30-Day Commercial Return Policy
In addition to the statutory right of withdrawal, CORESI PUBLISHING HOUSE S.R.L. offers the possibility of returning products within 30 calendar days from the date of receipt.
A commercial return may be requested without the need to provide a reason, subject to the conditions of this Policy.
For orders delivered within Romania, the Trader may offer free returns, in accordance with the conditions communicated when the return is requested.
For international orders, return costs shall be borne by the Customer, except where applicable law or the non-conformity of the product requires those costs to be borne by the Trader.
The 30-day commercial return is an additional commercial benefit and does not constitute a restriction of the statutory right of withdrawal.
10. Products That Cannot Be Returned
The statutory right of withdrawal does not apply to products exempted under applicable legislation.
In particular, the exemptions provided by Article 16 of O.U.G. No. 34/2014 are relevant, insofar as they apply to the specific product being sold.
The fact that a product is a book or printed publication does not, in itself, remove the statutory right of withdrawal.
Where a particular product is subject to a statutory exemption from the right of withdrawal, this will be indicated accordingly before the order is placed, insofar as applicable legislation requires such information to be provided.
11. Refunds of Amounts Paid
When exercising the statutory right of withdrawal, the Trader shall reimburse all payments received from the Consumer, including, where applicable, delivery costs, without undue delay and, in any event, no later than 14 days from the date on which the Trader was informed of the Consumer’s decision to withdraw.
The refund shall, in principle, be made using the same payment method used for the initial transaction, unless the Consumer and the Trader expressly agree on another method.
The Trader may withhold the refund until the date on which the returned products are received or until the date on which the Consumer provides evidence that the products have been dispatched, whichever occurs first.
The Trader shall not charge the Consumer any fees for refunds that are not permitted by applicable law.
12. Delivery Costs in the Event of Withdrawal
When exercising the statutory right of withdrawal, the Trader shall reimburse, as required by law, the cost of standard delivery paid by the Consumer for the relevant order.
Where the Consumer has expressly chosen a delivery method that is more expensive than the cheapest standard delivery method offered by the Trader, the difference attributable to the more expensive option shall not be reimbursed, to the extent permitted by applicable law.
13. Returns of Orders Containing Multiple Products
For an order containing multiple products, the Consumer may exercise the right of withdrawal for all products or only certain products, to the extent permitted by applicable law.
Where products were delivered separately, the statutory withdrawal periods shall be calculated in accordance with the rules applicable to the final delivery.
The Trader may make partial refunds where the withdrawal concerns only certain products from an order.
14. Unavailable Products and Order Cancellation
Product availability displayed on the Website is updated periodically and cannot be guaranteed in real time.
In exceptional circumstances, a product displayed as available may become unavailable before the order is confirmed.
If an ordered product becomes unavailable, the Customer will be informed as soon as possible and may, as applicable, choose to:
- replace the product with a similar product;
- keep the order pending until the product is restocked, if possible;
- fully or partially cancel the order and receive a refund of amounts paid for the unavailable products.
If an order is cancelled by the Trader because products become unavailable after payment has been made, the Trader shall fully refund the amounts received for the products that cannot be supplied.
15. Partial Deliveries and Returns
Orders containing products with different availability may be fulfilled through one or more separate deliveries.
In the case of a partial delivery, the Consumer’s withdrawal rights shall apply according to the legal rules applicable to the specific circumstances, including the rules concerning the date of receipt of the last product or last lot.
The Customer may request information regarding products already delivered and those remaining to be delivered by contacting the Trader.
16. Products Damaged During Transport
The Customer is encouraged to check the integrity of the package upon receipt and to report any visible damage to the carrier.
Acceptance of the package does not affect the Consumer’s statutory rights concerning the legal guarantee of conformity, non-conformity of products or the right of withdrawal.
If the product has been damaged as a result of transport, the Customer is requested to contact the Trader as soon as possible and, where possible, provide:
- the order number;
- photographs of the package;
- photographs of the damaged product;
- a description of the problem.
This information facilitates the prompt resolution of the complaint and does not, in itself, constitute a condition for exercising the Consumer’s statutory rights.
17. Non-Conforming or Defective Products
The right of withdrawal is distinct from the Consumer’s rights concerning the legal guarantee of conformity.
Where the delivered product:
- has a manufacturing defect;
- is non-conforming;
- does not correspond to the Contract;
- is damaged or has other issues falling within the scope of legislation on the conformity of goods,
the Customer may request the remedies provided by applicable legislation, including O.U.G. No. 140/2021.
The Consumer benefits from the rights relating to the legal guarantee of conformity under the conditions provided by law.
Exercising rights concerning non-conformity is not conditional upon exercising the right of withdrawal within 14 days.
Transport costs associated with remedying a non-conformity shall be borne by the Trader, under the conditions provided by law.
The Trader may request the return of the product for the purpose of examining the complaint before applying the remedies provided by applicable legislation.
18. Pre-Orders and Products with Future Availability
For products ordered on a pre-order basis, the estimated delivery date is indicative and may be changed by the publisher, manufacturer or distributor.
If the product cannot be supplied, the Customer will be informed and may, as applicable, request cancellation of the order and a refund of amounts paid for the relevant product.
The statutory right of withdrawal applies under the conditions provided by law, including depending on the time at which the product is actually delivered to the Consumer.
19. Refused or Undelivered Orders for Reasons Attributable to the Customer
Where a package cannot be delivered for reasons attributable to the Customer, including:
- providing an incorrect address;
- providing incorrect contact details;
- the recipient being absent after delivery attempts have been exhausted;
- unjustified refusal to accept the package;
- failure to collect the package from a collection point within the period established by the carrier,
the Trader reserves the right to consider the order cancelled, in accordance with applicable law.
Where the Customer requests re-dispatch, any additional costs generated by this may be borne by the Customer.
This provision does not limit the statutory right of withdrawal where it is exercised in accordance with the law.
20. Products Purchased with Discounts, Vouchers or Gift Products
Where an order for which a voucher or promotional code was used is returned, the refund shall be based on the amount actually paid by the Customer, subject to the conditions of the applicable promotion.
Where the provision of a gift product was conditional upon the order value or the purchase of certain products, and the return causes the conditions of the promotion to no longer be met, the Customer may be required to return the product provided free of charge, subject to applicable law and the conditions of the relevant promotion.
21. Transfer of Risk
The risk of accidental loss of or damage to the products shall pass to the Consumer when the Consumer, or a third party designated by the Consumer other than the carrier, takes physical possession of the products, in accordance with O.U.G. No. 34/2014.
Where the Customer arranges transport through a carrier chosen by the Customer and not proposed by the Trader, the risk shall pass when the products are handed over to that carrier.
These rules do not affect the Consumer’s rights concerning damaged or non-conforming products.
22. How Returned Products Must Be Packaged
The Customer must package the products appropriately to prevent damage during transport.
In particular, for books and printed publications, the use of rigid or sufficiently protective packaging is recommended to prevent:
- bending;
- moisture damage;
- damage to the cover;
- damage to the spine;
- soiling;
- other damage caused during transport.
The Customer is liable for any diminished value of the product caused by handling it in a manner exceeding what is necessary to establish the nature, characteristics and functioning of the product, under the conditions provided by applicable law.
23. Returns Address
Unless the Trader communicates another address as part of the specific return procedure, products must be sent to:

Important: Before sending a return, the Customer is encouraged to contact the Trader to confirm the procedure and, where available, obtain return instructions.
24. Communications Regarding Returns and Withdrawal
Any communication concerning withdrawal, returns, damaged or non-conforming products may be sent:

- through the contact form available on the Website;
- through any other means of communication made available by the Trader.
For the request to be identified quickly, the Customer is asked to provide the order number.
Communications concerning the exercise of the right of withdrawal must be sufficiently clear to unequivocally express the Consumer’s decision to withdraw from the contract.
25. Complaints Concerning Products and Returns
For any notification or complaint concerning products, delivery, returns or refunds, the Customer may contact the Trader at:

Where possible, the complaint should include:
- the Customer’s name;
- contact details;
- order number;
- description of the situation;
- relevant photographs or documents, where applicable.
The Trader shall review the complaint and provide a response within a reasonable period, in compliance with the deadlines provided by applicable law.
Submitting a complaint does not affect the Consumer’s rights under applicable law.
26. Relationship Between Return, Withdrawal and the Guarantee of Conformity
The rights provided under this Policy should be distinguished as follows:
14-day withdrawal – the Consumer’s statutory right for distance contracts, exercisable without providing a reason, under the conditions of O.U.G. No. 34/2014.
30-day commercial return – an additional benefit offered by the Trader, under the conditions of this Policy.
Legal guarantee of conformity – the Consumer’s rights applicable where the product does not conform to the Contract, under the conditions of O.U.G. No. 140/2021 and applicable legislation.
Exercising one of these rights does not remove any other statutory rights that may apply to the particular situation.
27. Amendments to the Returns Policy
CORESI PUBLISHING HOUSE S.R.L. reserves the right to amend or update this Policy to reflect:
- legislative changes;
- changes to commercial procedures;
- changes to delivery services;
- changes to payment methods;
- changes to return procedures;
- changes to services provided by partners.
The updated version shall be published on the Website and shall take effect for future orders from the date indicated in the document.
Amendments shall not affect rights and obligations arising from contracts already concluded.
Consumers’ statutory rights may not be restricted by amendments to this Policy.
28. Documents and Applicable Legislation
This Policy shall be interpreted together with:
- the Terms and Conditions;
- the Privacy Policy;
- the Cookie Policy;
- the Delivery Policy;
- any special conditions applicable to a particular promotion or delivery method.
In matters concerning withdrawal and returns, the following are particularly relevant:
- Government Emergency Ordinance No. 34/2014 on consumer rights in contracts concluded with professionals;
- Government Emergency Ordinance No. 140/2021 on certain aspects concerning contracts for the sale of goods;
- other applicable Romanian and European legal provisions.
In the event of a conflict between this Policy and a mandatory legal provision, the legal provision shall prevail.
